This incident has been resolved. Error rates on sandbox creation have returned to normal levels and all services are operating as expected.

We're investigating elevated error rates affecting the sandbox creation. Some users may see failed or slow sandbox starts and intermittent dashboard errors. Existing running sandboxes are not affected.
